RASCW – What Issues REALTORS® Need to Know Beyond the Housing Market

 October 30, 2026      webadmin

The role of a REALTOR® is more than just showing homes and closing deals. Now more than ever, REALTORS® need to pay attention to issues beyond just listings, sales and mortgage rates.

Local zoning policies, planning commission decisions and infrastructure investments can influence where homes are built, what types of housing exist and how communities grow. Understanding these issues will help you understand what’s affecting current and future inventory in your market and help you better serve your clients.

How Local Zoning and Development Affect Real Estate in Wisconsin
Local zoning and development rules dictate what can be built, where it can be built and what the final property will cost. For example, a zoning regulation may determine whether a property turns into apartments vs. single-family homes. Other issues, like roads, sewer systems and utilities, can also affect whether proposed housing developments in Wisconsin move forward.

REALTORS® can stay informed about zoning and developments in their communities in a few ways. Start by subscribing to local government newsletters, following city and county social media accounts, reviewing city and county plan commission agendas and following proposed zoning changes and development applications.

In addition, attend public meetings or review meeting minutes to gain insight into proposed developments, zoning changes and what the community is prioritizing. Ultimately, that insight can help you anticipate changes that may affect your market.

How Wisconsin Realtor® Advocacy Affects Your Business
Advocacy can lead to policy changes that affect how housing is planned, financed and developed across Wisconsin. At the state level, the Wisconsin REALTORS® Association (WRA) reported several accomplishments from the 2025-26 legislative session. These included changes involving residential tax incremental districts, which can help communities finance infrastructure for development, and changes involving subdivision plat review, which can help identify issues earlier in the approval process.

Housing policy also affects the types of homes available to buyers. For example, Wisconsin has seen a steep decline in new condominium construction over the past 10-15 years, in part as financing barriers have grown. Understanding these challenges can help REALTORS® explain why housing options vary across communities and why policies affecting development matter to buyers and sellers.

As a member of RASCW, you have access to an association that monitors issues affecting the real estate industry and advocates for policies that support homeownership and responsible housing development. Our Government Affairs Committee helps advance policies related to housing opportunity and strong communities. We encourage you to follow these efforts to better understand policy changes that may affect your clients.
